Must have a strong academic record. Must be admitted to UW Oshkosh. Must be a new freshmen. Ethnic heritage must be one of the following: American Indian, African American/Black, Hispanic/Latino or Cambodian, Laotian, Vietnamese admitted to U.S. after 12/31/75.
